test/java/org/hyperledger/besu	anchor: the propagation adoption gate (rule C, D-412) is OBSERVE by default - it computes the same verdict and adopts, logging 'would NOT adopt'; ENFORCE only with aere.d412.adoptionGate=enforce. On the public testnet the enforcing form froze a validator that had missed one height's commit messages (D-419). Adds PqTipAdoptionGateModeTest.
