Subject: [PATCH] RUN-A-NODE: the follower BESU_OPTS block carries
 -Daere.pqtx.forkBlock=19900000 like run-node.sh (the script already set it;
 the documented block lagged); SPEC 2.7: the seal-window journal opt-out is
 described as a property value, with its default read from PqSealWindowStore
